- Social Dialogue in the Public Sector, Phase III

duration: 2 years 10 months (From 1 November 2011 to 31 August 2014)
budget: 658,553 EUR

Immediate objectives:
1. The capacity of management and employee representatives in the pilot schools and healthcare facilities to conduct social dialogues contributing to better working conditions and environment, and improved delivery and quality of public education and health services is enhanced
2. Improved capacity of LGU’s to engage in social dialogues and contribute to the implementation of national policies and workplace agreements on working environment and conditions and improved services in public schools and healthcare facilities
3. Joint agreement on standards of national working conditions and guidelines are institutionalised by social dialogue in the public sector.

Development objective:
To promote and strengthen social dialogue between employees and employers in order to improve the working conditions, management and productivity, hence, contribute to a quality public service, which can promote the economic, social and political development in the Philippines.

Working methods:
- Training of Trainers on Social Dialogue and Quality Public Service.
- Materials Development/Adaptation Workshop.
- Workshops on Social Dialogue as a Management Tool for Quality Public Services.
- Drafting of workplace level inputs to the development of a draft national OSH standards for the health and education sectors, and for the drafting of a national framework for institutionalizing social dialogue in the public sector
- Local Government Unit Level Social Dialogues with Pilot Schools and Healthcare facilities, which will assume different forms (consultations, information sharing, even, negotiations and joint agreements).
